At 00:47 AM on April 11, 2025, a Long March 3B launch vehicle carrying the communication technology test satellite 17 blast off from the Xichang Satellite Launch Center. The satellite was precisely deployed into the destination orbit, signaling a complete success of the launch mission. Developed by Shanghai Academy of Spaceflight Technology, the satellite is primarily intended for validating multi-band, high-speed satellite communication technologies.
Faced with multiple concurrent tasks, the satellite test team accurately identified risks such as insufficient human resource support. In response, they coordinated closely to develop a comprehensive plan and pooled resources to provide full support. By the adoption of Critical Chain Project Management (CCPM), they promptly established three dedicated teams focusing on launch site operations, flight control, and in-orbit testing, and devised detailed plans for each task, which maximized the resource utilization efficiency and laid a solid foundation for the successful completion of the mission.
With a mindset of “starting from scratch”, the satellite test team conducted a thorough review of model-related empirical data and seamlessly embedded pre- and post-event assessments into each stage of the launch site operations. They rigorously implemented a tiered review and approval process for quality assurance forms and thoroughly fulfilled the management requirements focused on “standardizing basic operations and refining routine procedures”. For critical procedures such as propellant fueling, satellite installation on the launch tower, and joint operations of satellite and launch vehicle, they introduced an innovative dual-verification mechanism, which helped to transform practical experience into standardized contingency plans and build a full-process quality assurance system.
The test team strengthened their sense of mission through theme activities such as the “Party Member Pioneer Commitment”, and inspired all members to embrace a sense of responsibility with the mindset of “contributing their share to the success of the cause”. Upholding the spirit of aerospace, they will leave more marks of Chinese-made achievements in the vast universe with a cautious attitude.
