Fengyun Satellite advocates the construction of BRI, supporting China-Kyrgyz technological cooperation and the prevention and mitigation of disasters

On June 13 (local time), during the state visit of President Xi to the Kyrgyz Republic, representatives of both sides signed the agreement on cooperation between the China Meteorological Administration and the Ministry of Emergency of the Kyrgyz Republic for meteorological service of the Fengyun Satellite.

Fengyun Series Meteorological Satellites were developed by Group 8 of China Aerospace Science and Technology Corporation. According to the cooperation agreement, the both sides will carry out pragmatic cooperation in Fengyun’s data transmission, reception and sharing, construction of satellite remote sensing application platform, development and application of satellite products, disaster prevention, mitigation and emergency supports service of satellites, personnel training, technology communication, etc. 

The cooperation agreement aims to advance the cooperation between both sides in meteorological science, improve the application of the Fengyun meteorological satellites, and enhance the service in disaster prevention and mitigation, so as to support the security and well-being of people in both countries, the development of economy and society, and to propel the regional cooperation. It marks a new development of China-Kyrgyz meteorological cooperation.

In recent years, taking the opportunity of the Belt and Road Initiative, China and Kyrgyz continuously strengthen the cooperation and coordination within several multilateral framework including the Shanghai Cooperation Organization, International Workshop of Meteorological Science and Technology in Central Asia, World Meteorological Organization, etc., in order to deepen the pragmatic meteorological cooperation of both sides. In October 2015, representatives from meteorological departments of China, Kyrgyz and other countries in Central Asia signed the “Urumqi Initiative in Disaster Prevention and Reduction and Addressing Climate Change”, and reached a consensus in advancing regional meteorological disaster prevention and mitigation, research of climate change, and the construction of cooperation mechanism; established the Central Asian Atmospheric Science Research center, held four consecutive International Workshop of Meteorological Science and Technology in Central Asia, established the Central Asian meteorological websites; cooperated in construction of ecological and meteorological monitoring stations in forests, and the total factor automatic meteorological monitoring stations in glaciers; jointly conducted the meteorological monitoring in mountains, forests and glaciers; jointly conducted the tree rings climate research. In May 2019, Kyrgyz registered as the international for disaster prevention, mitigation and emergency support mechanism of Fengyun Satellites. This year, the China Meteorological Administration will specially focus on Central Asian countries like Kyrgyz, research and develop the meteorological service products customized for deserts and sands,

For full implementation of the spirit in President Xi’s important speech about Fengyun Meteorological Satellites’ international service, in recent years, the China Meteorological Administration has carried out several measures to establish international emergency support mechanism for countries along the B&R, including moving the site of Fengyun-2H to the west, and conducting multi-level communication and cooperation of experts in satellite application science and technology. Currently, a total of 98 countries and regions use data from Fengyun Satellites, 19 countries receive real-time data from Fengyun Satellites though the satellite broadcasting system of China Meteorological Administration, 29 countries has established the direct receiving stations of data from Fengyun Satellites, and 24 countries has registered as the international users for disaster prevention, mitigation and emergency support mechanism of Fengyun Satellites.
