During President Xi Jinping's state visit to the Kyrgyz Republic ,representatives of both sides signed "Cooperation Agreement between China Meteorological Administration and Ministry of Emergency Situations of Kyrgyz Republic on FengYun Meteorological Satellite Services"

On June 13 (local time), during President Xi Jinping’s state visit to the Kyrgyz Republic, representatives of both sides signed “Cooperation Agreement between China Meteorological Administration and Ministry of Emergency Situations of Kyrgyz Republic on FengYun Meteorological Satellite Services”.

This cooperation agreement aims to deepen the meteorological science and technology cooperation between the two sides, improve the application level of FengYun meteorological satellites, enhance the ability of disaster prevention and mitigation, and provide guarantees for safeguarding the safety and well-being of peoples, economic and social development, as well as promoting regional cooperation of the two countries, signaling a new level of SINO-KGZ meteorological cooperation.

According to the cooperation agreement, the two sides will carry out pragmatic cooperation in the following aspects: transmission, reception and sharing of FengYun meteorological satellite data; construction of satellite remote sensing application platform; development and application of satellite products; satellite emergency support services for disaster prevention and mitigation; personnel training and technical exchange.

In recent years, China and Kyrgyzstan have continuously strengthening communication and coordination while deepening the meteorological cooperation within the multilateral frameworks including Shanghai Cooperation Organization (SCO), International Workshop of Meteorological Science and technology in Central Asia, and World Meteorological Organization (WMO) by seizing the chances of jointly building the “Belt and Road Initiative” (BRI). In October 2015,  representatives from China and Kyrgyzstan and other meteorological departments in Central Asia signed the “Urumqi Initiative on Meteorological Disaster Prevention and Mitigation and Climate Change Countering in Central Asia” , in which consensus was reached in promoting regional meteorological disaster prevention and mitigation, climate change research and cooperation mechanism construction; Center of Central Asia Atmospheric Science Research was established, four International Workshop of Meteorological Science and technology in Central Asia were held, Central Asia Meteorological Website was established; a forest ecological meteorological monitoring station and an automatic meteorological station for full-element glacier weather  were jointly established, jointly carrying out mountain, forest, and glacier weather monitoring and tree-ring climate research; in May 2019, Kyrgyzstan registered as a user of FYESM (Emergency Support Mechanism for International Users of FengYun Meteorological Satellites in Disaster Prevention and Mitigation); this year, China Meteorological Administration will focus on customizing weather service products (e.g. sands and desert) for Kyrgyzstan and other Central Asian countries.

To put what President Xi Jinping said on FengYun Meteorological Satellite International Service into practice, recently, China Meteorological Administration has taken a number of measures to connect FYESM to the countries along the “Belt and Road”, moving the location of the FengYun 2H westward, and carried out multi-level talent exchange and cooperation on satellite application technology. At present, 98 countries and regions use FengYun satellite data, among which, 19 countries receive FengYun satellite data in real time through the China Meteorological Administration satellite broadcasting system, 29 countries have stations directly receiving FengYun satellite data, and 24 countries have registered as users of FYESM.
